Major Jill Bradshaw has received a career flattering assignment as the officer in charge of security for the joint military service project, Pegasus. Pegasus is a top secret project that requires meticulous security preparations and on Jill's final sweep around the base, she encounters what she suspects is an intruder. In actuality it is Commander Cody Richardson, the Pentagon-assigned medical officer for Pegasus.

Jill immediately labels Cody a man to be investigated, initially because of his untimely arrival, but later because of what her on-going investigation reveals. Cody is a man with secrets and he's possibly not the person he is presenting to the Pegasus team. Regardless, he is attractive and no matter how Jill attempts to keep their interactions on a professional level, the attraction between the two is just too strong not to pursue a more personal relationship.

When several unexpected events threaten the project, Jill and Cody find their paths crossing much too often. With passionate feelings raging to the surface, the two begin an affair that is charged with intensity but also overloaded with secrets.

A QUESTION OF INTENT is a great start to the "To Protect and Defend" series and author Merline Lovelace has done a good job of introducing readers to what I suspect will be, characters featured as key players in other "To Protect and Defend" story lines. Ms Lovelace also introduces the two seldom-mentioned branches of the military, the Public Health Service organization, which serves under the Surgeon General's office and the National Oceanographic Atmospheric Agency.

A QUESTION OF INTENT also has a heroine with a different slant on the ideal man. Her preference is that he should be tall and gangly much like the Disney character Goofy. She is so "Goofy" oriented that she has a bobble-head doll that she never leaves home without. He represents a significant incident in her past. Since the hero looks nothing like Goofy I think readers will find it interesting how her perspective easily changes. Clearly this book has a lot to offer to the lover of military romances and I can't wait for the next installment.
